Summary
Two decades of armed conflict between the Lord's Resistance Army (LRA) and the Ugandan government in Northern Uganda, has created an unprecedented humanitarian crisis and regional instability. With nearly two million civilians displaced from their homes into so-called "protected camps," Internally Displaced Persons (IDP) face heightened insecurity, appalling living conditions and lack the very basic means of subsistence. While the LRA has committed war crimes against the displaced population, including the abduction of some twenty thousand children, the Ugandan People's Defence Forces (UPDF) who were mobilized to protect civilians have also committed human rights violations including arbitrary detention, torture and rape. Through the personal stories of IDP torture survivors, Between Two Fires advocates for official acknowledgement of abuses committed by the UPDF, redress for torture survivors, and the strengthening of national legislation against torture
